I think that's him for real.  I think his forhead just look shiny probably from the hair grease.  Sometimes when I put grease on my hair it can get on your forehead and make it look shiny but you gotta use it on black hair. MJ was also into mime so maybe he was just striking a stiff pose for the camera.  If that is a wax MJ they did a good job on it that's for sure.
