A quick summary is:

Harm: Respondent’s misconduct harmed signitTcantly a client, the public or the admlnrstration of justice,
Respondent failed to promptly dismiss a civil rlghta action once It was apparent that he could not
prove the allegations. This moment In time occurred after Dr. Shatz t~stifled on January 15, 2003, in
the divorce matter and denied Respondent’s version o! thel~ phone conversation, namely, that

On page 4 DISCIPLINE:

the box for STAYED SUSPENSION is checked
and it states further: The above-referenced suspension is stayed

Stay
To stop; to suspend; also known as a stay of proceedings; when a law suit is suspended either indefinitely or until the occurrence of a condition imposed by the court.

“A stay of proceedings is a stopping or arresting of a judicial proceedings by the direction or order of a court...; (a) a kind of injunction  with which a court freezes its proceeding at a particular point, stopping the prosecution of the action altogether, or holding up some phase of it.

“A stay may imply that the proceedings are suspended to await some action required to be taken by one of the parties as, for example, when a non-resident has been ordered to give security for costs. In certain circumstances, however, a stay may mean discontinuance or permanent suspension of the proceedings.”

http://http://duhaime.org/LegalDictionary/S/Stay.aspx

I think it means that as long as he follows the other conditions set out by the order he may continue to practice law. If he does not he will face the original suspension and not be able to practice law. The suspension is there but only if he is found to not be adhering to the other conditions imposed upon him.

Suspended but not suspended.

Looks like there was some of of suspension action against him, not sure if the action was taken or stayed, which means it wasn't carried out.  Too many pages to read, but having been an attorney for many years in former life, this kind of thing can happen, but the State Bar of California, will only suspend for repeated violations.  If Oxman was suspended, he couldn't have gone before the court regarding Joe's filings. Attorney's have to present valid credentials before the court.

So basically he's on probation?

Meaning he can practice but if he fouls up he'll be suspended, right?

So the authorities can suspend Brian Oxman from practising law..  but they CANNOT suspend Dr Murray from practicing medicine, even though he has allegedly KILLED someone!

I have to   , otherwise i would

Yes, if he is found to not be complying with the rest of the conditions imposed upon him then he WILL be faced with the suspension but he CAN practice law so he is NOT CURRENTLY SUSPENDED.

I'm not very good with the "legalese"

So applying this to the hoax, is it possible that people were trying to take Oxman down so he couldn't do anything for the family legally?

I don't think so as the Civil Rights case was filed on December 27, 2002 and the Counsellor informed Oxman that he had not been threatened before January 15, 2003. The counsellor then testified in court he had not been threatened on January 21, 2003. These threats were the basis of Oxman's Civil Rights Lawsuit. Oxman faced the disciplinary action for not withdrawing the Civil Rights lawsuit when the counsellor had testified he was not threatened. The case had no substance if the main witness was denying threats even occurred and by not withdrawing the lawsuit Oxman wasted time, money and allowed unsubstantiated claims to tarnish the defendants reputations.

And this reminds me again of:

Doc Murray stopped CPR to hide drugs

CPR - Code of Professional Responsibility

http://http://en.wikipedia.org/wiki/American_Bar_Association_Model_Code_of_Professional_Responsibility

CPR - RPC - Rules of Professional Conduct
http://http://www.calbar.ca.gov/state/calbar/calbar_extend.jsp?cid=10158&id=1267

Murray stopped the rules of professional conduct to do / hide something illegal.
We know that Doc Murray is not a physician. The real Doc Murray is a white man.

Maybe Doc Murray is a lawyer? Did we check?
He is representing MJ - only lawyers usually do this.

What if not only the public law system in CA / US is being nailed by MJ since June but also the persons representing this system?
