You don't even have to go back to 2008...Kenny Ortega just said a couple of days ago that MJ hoped to do a 2 year world tour:

This is coincides with what Randy Taborelli (not sure about spelling) said in an interview.  He also said that there were plans for a world tour.  I find that odd, because Michael kept repeating "This is it" over and over again at the O2 announcement.  

Here is another thing:

Ortega was so devastated that when Sony approached Ortega about turning the over 120 hours of rehearsal footage into a concert film, the director and choreographer turned the studio down.

Is that how it went down?  Earlier he and DiLeo both said that they were all looking at footage and someone said: "Too bad his fans won't get to see that".  And then they decided that wasn't a bad idea and that they had enough footage to go ahead and make a documentary out of it.
